Pep Guardiola's side ran Shakhtar Donetsk ragged in a 3-0 victory on Tuesday although it could have been even better for City, who rattled the woodwork three times.
Spurs were equally dominant against PSV on Wednesday night, twice hitting the bar, having a goal ruled out for offside and taking 24 shots - nine of which were on target - but Hugo Lloris' dismissal proved crucial as Luuk de Jong secured a 2-2 draw for the Dutch champions three minutes from time.

Tottenham vs Manchester City Betting Tips
Here are our best tips for Monday's match for which we have a range of other markets available:
- Manchester City to win/BTTS 21/10
- Man City to win both halves 15/4
- First goal between 21-30 mins 5/1
Table-topping Manchester City are just 3/4 to see off fifth-placed Tottenham who, despite failing to impress the pundits, have equalled their best start to a season with 21 points.
Their record is even more impressive bearing in mind they have only played three of their nine matches on home soil with their return to White Hart Lane delayed by construction problems.
As well as they have done, they had to grind out a win at West Ham last time out and now face the champions who are already top of the class by just about every measure.
City have scored the most goals (26), conceded the fewest (three) and have the best expected goals average both in attack (2.75xG) and defence (0.52xG).
They won this fixture 3-1 last season, having won 4-1 at home in December, so the first of our Tottenham vs Manchester City predictions is for City to win and both teams to score at 21/10.
Spurs have scored in every match this season and although City have kept five successive clean sheets, we expect them to be tested by one of the Premier League's best attacks on Monday night.

First goalscorer tips
Despite not scoring on Tuesday, Raheem Sterling was man of the match in Ukraine and we think he can break the deadlock at 5/1.
The winger scored three goals against Tottenham last season and is the second most threatening player for chances behind Sergio Aguero, who was on the bench for the win against Shakhtar.
Anytime goalscorer tips
Christian Eriksen was sublime in Holland on Wednesday despite making his first start in over a month
It was his cross that led to Harry Kane heading Spurs in front and the Denmark midfielder also had a great chance to score, only to shoot straight at keeper Jeroen Zoet.
Eriksen has slipped off the expected goals chart because of his absence but he scored in both games against City last season and looks a steal at 4/1 in the anytime goalscorer odds.
Where the game will be won or lost
Tottenham's defence is not as tough to break down as it was last season when they conceded the third fewest number of goals (36) behind Manchester City (27) and Manchester United (28).
Last season the north Londoners were fourth for chances allowed but they are eighth this time around, behind the likes of Everton, Bournemouth and Wolves.
Toby Alderweireld made a terrible mistake in Holland on Wednesday and despite their good start, the feeling persists that Spurs are getting away with it.
City won't need a second invitation to get at a vulnerable defence and with that in mind, the second of our Premier League predictions is for City to win both halves at 15/4 just as they did in both games last season.
Tottenham put out their best side on Tuesday, but City cruised to victory despite leaving Aguero on the bench.
The last of our Tottenham vs Manchester City betting tips at 5/1 is for the first goal to be scored between 21-30 minutes as it was at Wembley last season.
Although in reality their opponents rarely get time for a breather, the graphic suggests that's when City get busy and a look at all nine of their Premier League matches shows they have broken the deadlock twice during that 10-minute spell.

Traders' Tips - View from the trading floor
Manchester City are already starting to look like retaining their Premier League title with ease and with five successive clean sheets it's not just in defence where they are strong. City did the double against Spurs last season and can cement their place at the top with another win against a side that are punching above their weight at the moment.
